Instruction

 

І. GENERAL PRINCIPLES

Article 1. Varna Free University "Chernorizets Hrabar" offers admission to foreign students for full-time and extra mural forms of education in all educational degrees, under the Republic of Bulgaria Regulations of State Requirements for Student Admission in Higher Education Institutions and the Regulations of State Requirements for Admission and Training of Students doing Doctor's Degrees.
Article 2. The admission is carried out under the Regulations of the organization of VFU "Chernorizets Hrabar", which regulate all issues related to application, admission, education and administrative servicing of foreign students in the University.
Article 3. Foreign students can apply and be educated:
Item 1. Under intergovernmental agreements for educational, scientific and cultural exchange;
Item 2. Under international exchange acts, passed by the Council of Ministers;
Item 3. On a payment basis.
Article 4. Foreign students can apply for admission under the conditions and regulations which apply to Bulgarian students provided that they:
Item 1. Have the status of permanent residents on the territory of the Republic of Bulgaria;
Item 2. Have the status of refugees;
Item 3. Have Bulgarian nationality.
 

ІІ. PROCEDURES FOR ENROLLMENT OF FOREIGN STUDENTS IN THE PREPARATORY ACADEMIC YEAR

Article 5. Enrollment in the preparatory academic year at Varna Free University "Chernorizets Hrabar" is allowed to foreign citizens who do not have Bulgarian citizenship;, or apart from it have citizenship of another country, and have completed their secondary education which gives them the right to study at the higher education institutions of the country from which the person is applying.
Article 6. (1) The documents due to be submitted at the university by 1st September of the year of applying are as follows:
1. Application form
2. A copy of the diploma for secondary or higher education, certified by the authorities of the respective country. In case the country has signed the Hague Convention Abolishing the Requirements of Legalization of Foreign Public Acts, legalization can be done by an "Apostille" stamp, which makes any further legalization redundant The minimum average score of all subjects from the secondary education diploma which form a student's examination marks for the chosen specialty cannot be less than 62% of the maximum score of all grades in the diploma.)
3. A translation into Bulgarian (English) of the diploma for secondary or higher education; the translation has to be certified and legalized in the Embassy of the Republic of Bulgaria, the Consulate of the respective country (if no legalization by an "Apostille" stamp is available) or by a certified translation agency (if legalization by an "Apostille" stamp is available).
4. A certificate of health, issued within a month's period of the date of applying, certified by the respective authorities of the country from which the person is applying, as well as a translation of the latter into Bulgarian (English); the translation has to be certified and legalized If legalization by an "Apostille" stamp is available, no other legalization is required.
5. An official document certifying that the completed secondary education entitles the student to apply for admission in a -higher education institution in the candidate's country (applies to Bachelor degree candidates).
6. A certificate for financial allowance (applies to candidates from countries with which Bulgaria is in the state of visa regime).
7. Two photographs of the candidate.
8. A copy of a page of an identity document where the name of the candidate is written in Latin letters, as well as his/her date and place of birth.
9. A receipt for paid education fee.

(2) The documents under items 1 to 7 including have to be translated into Bulgarian by an authorized translator certified by his/her signature and stamp, and certified by a notary.
(3)"The foreign candidates having a Bulgarian nationality submit at least on of the following documents:
1. Birth certificate, certificate of baptism or another document certifying the candidate's civic status; 2. Passport or another identity document;
Article 7. The deadline for submitting the required documents is 31st August.
 

III. ADMISSION AND ENROLLMENT

Article 8.(1) For citizens of EU member states the management of VFU makes a decision to grant approval to the candidates within a month's period of the date of submission of the documents.
(2) Students are sent a letter of admission on behalf of the Rector of VFU.
Article 9. For citizens of non-EU member states the management of VFU makes a decision to grant approval to the candidates within a month's period of the date of submission of the documents.
Article 10. (1) The "Educational Marketing and Students' Admission Campaign" sector sends a letter to the Ministry of Education and Science containing a list of the candidates approved by VFU. In compliance with the Regulations on the conditions and procedures for issuing of visas by the diplomatic and consulate representations of the Republic of Bulgaria with the Ministry of Education and Science (the Council of Ministers' decree N 35. 199), the directorate "Students and post-graduate students" issues a certificate of admission.
(2)Students are sent a letter of approval on behalf of the Rector of VFU.
(3)Students are to pay the fee for the preparatory academic year before being issued a visa.
(4)The certificate issued by the Ministry of Education and Science, directorate "Students and post-graduate students", as well as the letter of admission on behalf of the Rector of VFU are sent to the student so that he/she can be issued a visa.
Article 11. (1) The deadline for enrollment of the admitted foreign candidates is 30th Sept of the respective academic year.
(2)Students are required to pay a full annual fee for education, which is annually set by the Academic Council of VFU.
(3)The candidates admitted for the spring semester are to enroll no later than 20 February.
(4)The academic year starts on 1st October.
 

IV. INSTRUCTIONS FOR ISSUING FOREIGN CITIZENS WITH A LONG-TERM STAY PERMIT AND IDENTITY CARD

Article 12. A compulsory prerequisite for a foreign citizen to be issued whit a long-term stay permit for Bulgaria is the foreign citizen to have entered the country with a long-term visa (D type), under article 15 (related to education) of the Law for the Foreigners in the Republic of Bulgaria.
Article 13 (1) A long-term visa is issued by fee Bulgarian Embassies or Consulates abroad following submission of the documents listed hereunder:
1. Application form
2. Foreign passport
3. Photocopy of the foreign passport of the candidate
4. Verification by the bank through which the payment of the fee for education is made
5. The number of the bank account through which the payment of fee for education is made
6. Confirmation of the available financial means
7. Certificate issued by the Ministry of Education and Science of the Republic of Bulgaria, confirming that the student has been admitted for a course of education in a legitimate university
8. Declaration by the student's parents stating that they undertake his/her allowance
9. Receipt for paid education fee for the first semester
10. Photographs - two colors photographs - 3,5/4,5
11. "The documents required for a long-term visa are submitted personally by the candidate.
(2) Under the Law for the Foreigners in the Republic of Bulgaria art 24 (1) item 3, a long-term stay permit {up to 1 year) can be issued only to foreign citizens who have been admitted for a fail-term course of education in a licensed educational institution.
Article 14. Under the Regulations for Implementation of the Law for the Foreigners in the Republic of Bulgaria, art 17 (1), foreign citizens who have entered Bulgaria are issued a long-term stay permit after submitting to the Office for Administrative Services for Foreigners at Varna Regional Police Department the following documents;
1. An application form (available at the Office);
2. A receipt for paid state fee - 5 BGN;
3. A photocopy of those pages of the document for traveling abroad where the photograph of the person is, his/her personal data, the entrance visa and the stamp of the last entering the country;
4. A document verifying that the person is admitted for a full-time course of education and is being educated during the academic year in the respective licensed educational institution;
5. Proof of secured accommodation (address registration, lease agreement, declaration for secured place of residence certified by a notary);
6. Proof of secured allowance for the period of stay in the country (a bank account with minimal net cash of 600 BGN. a month);
(2) Under art 27 (2) of the Law for the Foreigners in the Republic of Bulgaria, the period of stay for foreigners can be prolonged with at least 6 months before the person's national document for traveling abroad (passport, identity card) has expired.
Article 15. (1) Within 48 hours of entering the country, the foreign citizen is obliged to register his/her address of residence in the respective regional police department
(2) In case of failure to comply with (1), the foreign citizen is charged a fine amounting from 200 to 2000 BGN under the Law for the Foreigners in the Republic of Bulgaria.
Article 16.(1) An identity card is issued to a foreign citizen who has been issued a long-term stay permit only after submitting at the Office for Administrative Services for Foreigners at Varna Regional Police Department the following documents:
1. An application form for issuing a Bulgarian identification document to foreigners;
One photograph;
A fee of 10 BGN;
4. A copy of the national passport;
(2) At prolonging the period of stay of foreign citizens on the territory of the Republic of Bulgaria the following stale fees are due:
1. Up to 6 months-200 BGN
2. Up to a year-500 BGN.
 

V. PROCEDOTE FOR ENROLLMENT OF FOREIGN STUDENTS INTO FIRST AKD ANY FOLLOWING YEAR OF EDUCATION

Article 17. Enrollment in the first year of education is allowed to foreign citizens who have completed a preparatory course in Bulgarian language or have passed a placement examination for determining their level of command of Bulgarian.
Article 18. Enrollment takes place following the submission of the documents listed hereunder
1. Application to the rector of VFU specifying the chosen specialty and form of education;
2. A set of VFU enrollment documents;
3. A receipt for paid education fee for me first semester;
4. A certificate for a successfully completed preparatory course of education in compliance with art 17, item 1, or a receipt for paid examination fee for determining the level of command of Bulgarian (art 17 item 1).
Article 19. (1) As an exception, enrollment into the first year of education can be allowed to a student who has finished its education in the preparatory course of education, has passed an examination in Bulgarian but has not taken his/her major examinations.
(2)Students who have enrolled under paragraph 1 are provided with a deadline until the end of the first semester to take their major examinations.
(3)The dates are set by the departments conducting the process of education.
(4)The official examination statements are drawn up by the Department of Foreign Language Teaching and after the examinations have been conducted are taken back to "Educational Marketing and Students* Admission Campaign" sector.
Article 20. Under article 19, if a. student does not pass his/her major exams, the following actions can be put into effect:
5. The student is suspended from the university for a. year by order of the Rector of VFU.
6. The student is enrolled for a course of education during the second semester of the preparatory year.
Article 21. The students enrolled under article 20 are to submit the following documents:
1. An application to the Rector of VFU;
2. A receipt for paid education fee for one semester.
Article 22. (1) "Educational Marketing and Students' Admission Campaign" sector draws up official examination statements for fee students who want to sit the placement examination for determining the level of command of Bulgarian. On the grounds of the submitted official Examination statement, the Department of Foreign Language Teaching sets a date and conducts the examination.
(2) Students who fail the examination m Bulgarian tinder paragraph 1 are subject to the following actions:
1. Students are suspended from the university for a year by order of the Rector of VFU.
2. At their desire, students can enroll into the preparatory year of education.
Article 23. Students who have graduated from a higher education institution or college submit in addition the following documents:
1. A higher education or college diploma;
2. Transcript - curriculum (a list of the studied disciplines and the number of classes for each one) as well as the student's attained school results;
3. A syllabus for each of the studied disciplines (a list of the topics included: lectures, seminars and laboratory classes, the number of classes available).
4. All other documents listed in the procedure for enrollment of foreign students for a course of education in fee preparatory year.
Article 24. (1) For citizens of the Republic of Turkey, the documents required under article 23 are translated into Bulgarian by a certified translator, certified by a notary public and then by the stamp of the district governor by place of residence.
(2) For citizens not specifies in paragraph 1, the documents are legalized in the way provided by the state, by the respective embassy of the Republic of Bulgaria in the student's country and by the Ministry of Education and Science.
Article 25. On the grounds of the submitted documents under article 23 3 the curriculum of the respective specialty and the rules for estimating students' grades when various assessment systems are employed, "Educational Marketing and Students' Admission Campaign" sector prepares a Transcript of Record.
Article 26. The Head of Department, respectively the Council of Department, specifies the type of the student's course of education on the grounds of the submitted Transcript of Record, the speciality curriculum and the syllabus of the respective disciplines.
Article 27. All orders for enrollment of students into first or any further year of education are drawn up by "Educational Marketing and Students' Admission Campaign" sector and are signed by the Rector of VFU.
Article 28. In all other cases, not regulated by the above specified procedure, the operative legislative acts of VFU are applied.
 

VI. PROCEDURE FOR LEGALIZATION OF DIPLOMAS AND RECOGNITION OF EXAMINATIONS TAKEN AT FOREIGN COLLEGES AND UNIVERSITIES

Article 29. (1) Legalization of foreign diplomas is required in the following cases:
1. Enrollment of foreign college graduates having good command of Bulgarian in an upper year of education, after recognition of examination grades,
2. Enrollment of foreign citizens who have obtained the educational qualification degree "bachelor" into a master's programme.
3. Enrollment of foreign citizens who have obtained the educational qualification degree "bachelor" or "master" into a doctors degree programme.
(2)Legalization of diplomas is not required if the foreign citizens have graduated from a Bulgarian higher education institution or college.
(3)For diplomas of higher education to be recognized, the following documents need to be submitted:
1. Application form (after the pattern of the Ministry of Education and Science);
2. Diploma of secondary education;
3. Original and two copies of the diploma of higher education issued by an educational institution recognized by a competent state authority as being a part of the system of secular higher education of the respective country;
4. Original and two copies of the Transcript of Record to go with the diploma;
5. Document of paid state fee, initiating a procedure for recognition of education;
6. Original and copy of the identity document;
7. Declaration verifying the truthfulness of the data provided and accepting the liability in cases of false information under the Penal Code of the Republic of Bulgaria;
(4) The documents under items 1 - 5 are legalized, translated and certified in accordance with the provisions of the international agreements of the Republic of Bulgaria
Article 30. In order for a certain period of the foreign students' education to be recognized, syllabuses of the disciplines corresponding to the curriculum of the specialty at VFU are also submitted.
Article 31. The syllabuses are translated into Bulgarian or into English by a licensed translator, stamped by Ms/her stamp, certified by a notary public and legalized through the Bulgarian embassy (consulate), the Ministry of Education of the respective country and the Ministry of Education and Sciences of the Republic of Bulgaria,
Article 32. The Transcript of Record consisting of the successfully completed courses of education until the moment of issuing is legalized by the authorized bodies of the respective country. Provided that the country has signed The Hague Convention Abolishing the Requirement of Legalization for Foreign Public Documents, legalization can be made by an "Apostille" stamp, which makes any further forms of legalization redundant
Article 33. The translation of the Transcript of Record into Bulgarian (English) is to be certified and legalized by the Embassy of the Republic of Bulgaria the Consulate Office in the respective country (if no legalization by an "Apostille" stamp is available) or by a licensed translation agency (if legalization by an "Apostille" stamp is available).
Article 34. For students who have graduated from colleges in the Republic of Turkey, syllabuses are certified by the signature and stamp of the district governor.
Article 35. Recognition of the disciplines included in the curriculum of the specialty is attained by following the established procedure at VFU "Chernorizets Hrabar", on the grounds of the submitted Transcript of Record, syllabuses and grades recalculated according to the assessment system in effect in the Republic of Bulgaria
Article 36. The foreign students with international exchange programmes apply in accordance with the rules of the respective programme or cooperation agreement
Article 37. The head of department specifies the course of education and makes an offer to me "Educational Marketing and Students' Admission Campaign" sector to draw up an order of enrollment.
 

VII. PROCEDURE REGULATING THE ORGANIZATION AND MANAGEMENT OF THE DOCUMENTATION RELATED TO THE EDUCATION OF FOREIGN STUDENTS

Article 38. Enrollment of foreign students into preparatory, first or any upper academic year of education is done in compliance with the respective procedures established at VFU “Chernorizets Hrabar”, by “Educational Marketing and Students' Admission Campaign” sector.
Article 39. Regularly, -when a group often students is formed, "Educational Marketing and Students' Admission Campaign" sector informs, by means of a written report, (he Head of Foreign Language Teaching Department at VFU as to the beginning of a preparatory course of education, but not earlier than the term specified.
Article 40. Examination procedures are put into effect by -the Foreign Language Teaching Department. A copy of the official examination statements is handed in to "Educational Marketing and Students' Admission Campaign" sector to be kept for information and for the purpose of informing the students9 parents of their results.
Article 41. A copy of the orders issued by the Head of Foreign Language Teaching Department, referring to the academic status of the foreign students being educated in the preparatory academic year are handed in to “Educational Marketing and Students Admission Campaign" sector for information and, if needed, for application.
Article 42. The placement examination for determining students' level of command of Bulgarian is organized and conducted by the Foreign Language Teaching Department a copy of the official examination statements is handed in to "Educational Marketing and Students' Admission Campaign" sector for information and application (enrollment of students in the first or upper academic year of education).
Article 43. "Educational Marketing and Students' Admission Campaign" sector organizes and keeps all the documentation related to the enrollment of foreign students in the first academic year of education (personal profile, student's file, student's page m the university record books, faculty number).
Article 44. The data under article 49 is submitted in writing to the dean of the respective faculty where the student is to be educated in the chosen specialty.
Article 45. The inspectors of the respective faculties organize the enrolled foreign students into groups and input the required student's information into the Students" system at VFU.
Article 46. The responsibility for the management of the documentation related to the foreign students' academic status lies entirely with the faculty inspectors, in the respective faculties:
1. Individual or group examination statements are issued;
2. Grades are written into students' files;
3. Examination grades of foreign students are input into the "Students" system at VFU;
4. Systematic and timely recording of grades into the university record books is organized;
5. Transcripts of Record are issued to students whose academic documentation is kept in the Front Office.
Article 47. "Educational Marketing and Students' Admission Campaign" sector prepares all necessary verifications and reports concerning foreign students at the request of the Rector of VFU "Chernorizets Hrabar", the Ministry of Education and Science, the Ministry of Internal Affairs and other state institutions which are entitled to it
Article 48. All issues related to the foreign students' academic status are resolved by the dean of the faculty in reference, in compliance with the authority delegated him/her by the Regulations of the Activity of VFU and by the legislative acts based on it.
 

VIII. HAVING THE STATUS OF INDEPENDENT-OF-PROGRAMME STUDENT

Article 49. VFU "Chernorizets Hrabar" is open for admission and education of independents-programme students. Education of students having the status of independent-of-programme students is irrespective of the previously obtained educational qualification degree.
Article 50. Independents-programme students are not required to sit entrance examinations. They fill in, on the spot, an enrolment form and pay a course fee or a programme fee.
Article 51. The status of independent-of-programme students applies to foreign citizens who enroll, by their own -wish, on separate courses of education for •which no educational qualification degree is conferred.
 

PRECEDING AND FINAL REGULATIONS

1. The present instruction is issued on the grounds of article 10 (3) of the Regulations on the Scientific Activity.
     2. Control over the implementation of the present instruction is delegated to the Rector of VFU or to other authorized by the Rector officials.
     3. The present instruction has been adopted following a resolution of the Academic Council having minutes №4/21.01.2008
