Public report on the implementation of the civil monitoring project on the work of the Varna Court of Appeal

The public report on the implementation of the civil monitoring project on the work of the Varna Court of Appeal will be presented at a press conference on 30 November at 11:30 am in the assembly room of the court.

 

The project was implemented as a result of the signed Memorandum of Cooperation and Partnership between Varna Court of Appeal, University of Economic and Varna Free University "Chernorizets Hrabar".

 

The partnership between the three institutions allowed for civil monitoring of all categories of cases heard at the Varna Court of Appeal. It was carried out by students from the two universities, based on a methodology designed specifically for the purposes of the project and by universal monitoring cards. The aim of the project is to activate the resource of the academic community in Varna and to create conditions for raising the public awareness of the court proceedings.

 

Students from all the specialties of the two higher education institutions followed the principle of "suddenness" only. Without a preliminary schedule, they entered criminal, civil and commercial cases heard by the Court of Appeal Varna to observe the following indicators:

  • Publicity and transparency of the court proceedings;
  • Comprehensibility of legal proceedings;    
  • Ethical behavior of the magistrates;
  • Access to the judicial environment;
  • Efficiency of e-services.

 

In the press conference to present the results achieved in the implementation of the project for civil monitoring on the work of Varna Court of Appeal the following people  will take part : the chairperson of the court Vanuhi Arakelyan, Prof.  Garya Gercheva, D.Sc. - Rector of VFU "Chernorizets Hrabar", the Dean of the Faculty of Law - Prof. Petar Hristov, PhD, Assoc. Prof. Andriyana Andreeva, Head of the Department of Legal Sciences at the University of Economics Varna and the judge of the Court of Appeal - Varna Rositsa Toncheva, who has prepared the methodology and the monitoring cards.
