Varna Free University with suggestions for amendments to the Draft Law on Amendments to the Higher Education Act

Varna Free University "Chernorizets Hrabar" presented its suggestions to the Committee on Education and Science in the 49th National Assembly and to the Minister of Education and Science, Mr. Krasimir Valchev, regarding the discussed Draft Law on Amendments and Supplements to the Higher Education Act (No. 51-554-01-122/27.06.2025).
The opinion supports the need for regulation of paid education in state higher education institutions, emphasizing the need to introduce a clear regulatory framework that would guarantee transparency, efficiency and compatibility with European rules in the use of public funds. The university proposes a clear distinction between activities subsidized by the state budget and non-subsidized activities and effective mechanisms for controlling the spending of public funds.
