14 Април 2014

Prof. D.Sc. Anna Nedyalkova, President of Varna Free University, participated in the official session on the occasion of the 135th anniversary of the Tarnovo Constitution. The session was held on April 11 atthe Stoyan Bachvarov Dramatic Theatrein Varna. Special guests at the ceremony were the President of the National Assembly, Mihail Mikov and the former constitutional judge, Professor Snezhana Nacheva.

The magistrates from Varna paid tribute to the first Bulgarian lawmakers, who created the Tarnovo Constitution 135 years ago. The session also paid homage to two significant anniversaries directly related to the legal community in Varna - 136 years since the establishment of the judicial district of Varna and 125 years since the founding of the Bar Association in Varna. The celebration, which Varna magistrates, lawyers, notaries and private judicial enforcers honoured, closed with a performance by the Academic Dance Theatre of Varna Free University "Chernorizets Hrabar".

A day earlier, Prof. Snezhana Nacheva visited Varna Free University and delivered a public lecture titled "The Pros and Cons of the Individual Constitutional Complaint." During the discussion with students of the Faculty of Law at VFU, the constitutional law professor expressed her support for the introduction of the individual constitutional complaint as a tool to develop the spirit of the Constitution. According to Professor Nacheva it should be recorded in which cases the individual referral is possible and who will filter the signals so that the Constitutional Court not to turn into the fourth instance.       "My personal opinion is that the constitutional complaint should fit within the concept of the Constitution and the idea that the judicial power is independent and independently regulated. Besides, the constitutional complaint should fit within the concept that the decision of the Constitutional Court should not be considered as a revision of the court decision," she said.
